All of these statements are spin. All of them obscure underlying truths. If we want to make good decisions, we need to understand what we are dealing with. Let me briefly explain my reasoning.
The original "war" resolution was to provide the President with the authorization to use force if necessary. We'd been attacked the year before. We had a very successful campaign against the Taliban in Afghanistan. We were taking the threats by Islamic extremists a heck of a lot more seriously. Big loose thread - Saddam had kicked out the weapons inspectors out some years before and generally made a mockery of the "oil for food" program. Clearly this situation could not continue.
Bush pointed out that Saddam Hussein had been "gaming the system." He told Congress and the American people that he needed this authority in order to enforce the existing UN sanctions and force Saddam to allow the inspectors back in.
